Health Department Board Election
On April 2nd, seven people will be running for the Health Board. There are only three positions open right now. These are elected positions, and we must show up to vote. If we don’t vote, we may have a CoxHealth Board. Somehow, the top three names on the sample ballot were all Cox employees. We can all recall how CoxHealth treated their patients and staff who didn’t comply with the COVID mandates. We can also remember how the CoxHealth Admin went on Facebook to tear down a parent who exposed their practices to get all appointments declared COVID-related.
Dr. Ken Spangler
Dr. Spangler, current Health Board member, introduced three individuals running for the Health Board to the We The People meeting on February 5th, 2024. Dr. Spangler serves as the Secretary for Christian County Health Dept. Board of Trustees. The Health Dept. Administrator and Board members didn’t want him to join them, but with his presence on the board, they have succeeded in:
- Transparent 2024 Budget
- Health Department Survey of CC Residents
- Improved Program Oversight
- Better Coordination with County Government
- Improved Board of Trustees Bylaws
- Respectful and responsive Public Comment process
Looming Problems
- 2/3rds of CCHD Operating Funds come from “contracts” with the federal government or MO Dept. Of Health and Senior Services. [This is not local control by the voters.]
- The Health Dept. Is “Empire Building”
- There is a tremendous degree of Inertia in the Health Department
- Lot of useless items in storage
- 700K building is severely underutilized
- Every policy before 2022 served to isolated the Health Dept from the community.
- $300,000+ Van sitting idle at the HD
- Mercedes-Benz, diesel mobile “clinic”
- Originally purchased to do Contact Tracing and Vaccinations for Covid. Do we really need our Health Department tracking down Christian County Citizens?
- Bought and Not Used
- Approved Purchase in early 2022
- 1 mile on it until last week
- Unused since delivery in Sept. 2023
- Bullet Proof Glass at a cost of $147,000
- Initiated after an Active shooter exercise mentioned:
- 147,000 for windows to separate the staff from the served public
- Doors and remote openers were an additional $40,000

- Former Employee of Christian County Health Dept.
- Needs more transparency

- Internal Restructuring
- Elimination of useless spending
- Will Refocus the Board
- Mental Health
- Breastfeeding
- No one is answering the phone in the Health Department for Restaurants
- Use the Mobile Unit for:
- Provide Services to the remote ares of the Community
- Can be used for WIC services, Water Sampling, Public Health Info,
- Covid Response was a mistake and failure
- Rigid adherence to CDC recommendations
- The current (new) Admin fired an employee on the spot for not wearing a mask
Tonya Howard
- Worked in Healthcare for 25 years
- Former Mammography Technician
- Personal freedom over government edicts
- Commons sense should always prevail
- Did not take the vaccine
- Received threatening emails
- Was told to voluntarily resign
- Was written up and fired over not getting the vaccine
- Feels like her youngest daughter lost two years’ of education because of Covid restrictions
- People should always have authority over their own healthcare
- Mandates are wrong
- ACT scores were not revealed to students and parents because they were abysmally low
- They had no evidence it was the right thing to do, they just decided it had to be done
- Never forget what they did to us
